Technical and Strategic Evaluation of Fundable Projects

In recent years, the management of public funds has undergone a structural transformation: funding bodies are no longer required only to comply with procedures but must demonstrate the allocative effectiveness of resources. This is clearly stated by:

  • The European Commission, which in the Better Regulation Toolbox (2021) establishes that project selection must occur based on “objectively verifiable criteria, proportionate to objectives, and consistent with the logic of the intervention” (European Commission, Tool #48, p. 316);
  • The Ragioneria Generale dello Stato, which in the technical instructions for selecting PNRR projects (2021) requires the use of “measurable, predefined, and investment-objective-consistent criteria,” attachment to Decreto MEF n. 6/2021;
  • The OECD, which in the report Budgeting and Public Expenditures in OECD Countries (2019) emphasizes the need for managing entities to strengthen their “ex ante and ex post evaluation of funded projects” (OECD, Part II. Chapter 3, p. 131).

In Italy, the increasing complexity of funding programs—PNRR, FSC, PR FESR 2021–2027, Horizon Europe—has made external technical support for evaluation a structural necessity. As highlighted by the Corte dei Conti (Report 13/2023), critical issues remain in the selection phases, with shortcomings in evaluation criteria and in the analysis of expected impacts of funded projects.

In this context, we propose an independent and specialized service aimed at public bodies and fund managers who wish to strengthen their selection and evaluation processes, in compliance with community and national rules and focusing on the strategic quality of funding decisions.

Why Choose Granter Gate

We provide a technical and strategic evaluation service for project proposals, aimed at national, regional, or supranational public bodies, foundations, and intermediary organizations managing resources with public or mixed funding.

Our approach is designed to ensure methodological consistency, evaluation independence, and solid documentation, in line with EU provisions on the efficient and responsible management of public resources (Art. 33, Regulation (EU) 2021/1060).

We operate across the entire evaluation cycle, from criteria definition to impact measurement, supporting the client in the most critical phases of the selection process.

  1. Development of evaluation criteria and metrics
    We design selection systems based on transparent, objective, replicable parameters calibrated to the specific program context (e.g., strategic relevance, innovativeness, feasibility, expected impact, sustainability).
  2. Technical evaluation of proposals
    Independent analysis of candidate projects conducted through documentary, comparative, or peer-review methods by domain experts. Each proposal is assessed with structured tools (scoring grids, technical sheets, multiple validations) and may include bibliometric or economic-financial checks.
  3. Support for selection decisions
    Production of comparative reports, concise recommendations, and synthesis tools for technical or political bodies. We assist the entity in drafting the selection minutes, recording scores, and preparing documentation for internal or external audits.
  4. Ex post review and impact evaluation
    Analysis of the effectiveness and consistency of funded projects based on indicators defined at the outset. Measurement of the contribution of interventions to strategic objectives (PNRR missions, regional performance indicators, EU 2030 goals).

Support for transparency and reporting
Production of technical dossiers, periodic reports, institutional communication materials, and traceability tools. Every document complies with the standards required by supervisory bodies (Corte dei Conti, MEF, DG REGIO).
