Smart Engage.

Building impact through culture and innovation

Public engagement is now a structural requirement for all institutions that produce knowledge, public value, or cultural impact: universities, research bodies, foundations, and cultural organizations.
In recent years, ANVUR has included public engagement among the fully evaluated activities of the Third Mission, affecting both funding and institutional visibility.
The European Commission has made social engagement a cross-cutting priority in the Horizon Europe framework, promoting citizen science, civic participation, and co-creation with local communities.
The National Research Plan 2021–2027 has likewise identified it as a strategic driver for building public value and institutional positioning.

Yet in most organizations, public engagement remains treated as an appendix: isolated activities entrusted to individual departments or motivated persons, lacking a strategic vision, structured indicators, or documentation tools.
This leads to a dual outcome: on the one hand, the inability to effectively report and be recognized or funded; on the other, the loss of potential in terms of public impact, attractiveness, and institutional legitimacy. Our service was created to fill this gap—offering comprehensive strategic support to institutions seeking to structure, enhance, and position their public engagement activities.
We do not provide generic consulting: we build, together with each organization, an integrated operational strategy designed to generate tangible results in visibility, effectiveness, and access to resources.

Why Choose Smart Engage

Our work begins with an in-depth internal assessment: identifying existing practices, analyzing available resources, mapping target audiences, and recognizing in-house expertise.
From there, we create a reasoned map of activities and stakeholders and develop a Public Engagement Strategic Plan—a technical document with goals, target groups, action areas, indicators, and an operational timeline.
The plan is designed to be integrated into institutional documents (SUA-TM, strategic plans, PNRR, VQR) and to remain modular and updatable.
We always work through co-design with the institution’s own structures: no external manuals, but tools created together with those who will use them.
We assist the institution in designing and implementing coherent, visible, and traceable public engagement initiatives.

Examples:

  • Scientific dissemination events, festivals, and public outreach days
  • Citizen science initiatives involving public data collection and analysis
  • Structured public consultations on urban, environmental, or cultural policies
  • Short courses for citizens (digital inclusion, lifelong learning, scientific literacy)
  • Co-design formats with local stakeholders on research and applied innovation themes
  • Thematic campaigns on heritage, environment, rights, science, and public health

All actions are supported by technical sheets, evaluation tools, communication materials, and reporting templates.

Our Solution

We collaborate with the organization to build a coherent system of indicators and evaluation tools.
Together, we define realistic and robust KPIs, design data collection systems, and produce reporting models aligned with ANVUR, PNRR, and Horizon standards.
We create dashboards, monitoring tools, and evaluation matrices to support audits, calls, VQR submissions, mission statements, or public communication plans. To ensure continuity and autonomy, we design and deliver tailored training programs for Third Mission officers, managers, technical staff, faculty, and communication teams.
Training modules cover:
– Regulatory frameworks for public engagement (national and European)
– Strategy development and operational planning
– Design of measurable activities
– Data collection and reporting tools
– Digital engagement, public visibility, and stakeholder mapping
Activities can be delivered in-person, online, or in blended format.

Long-Term Benefits

This service is designed for organizations that want to move beyond treating public engagement as a bureaucratic requirement and start using it as a strategic tool for positioning, impact, and institutional legitimacy.
Each intervention is tailor-made, with operational instruments and verifiable indicators.
Our goal is clear: to make engagement measurable, visible, strategic, and fundable.
